Q4 International Projects Inc. (“Q4”) operates as an independent strategic advisory and project architecture firm. We provide analysis, strategic guidance, stakeholder mapping, institutional positioning, project structuring, and problem-solving support. This page sets out the scope and the limits of that role.

1. Capacities in which Q4 does not act

Q4 does not act as a bank, broker-dealer, custodian, escrow agent, securities dealer, financial intermediary, diplomatic mission, legal counsel, or lobbying firm, unless a specific activity is separately structured through the appropriate licensed, registered, or legally compliant framework.

Q4 does not present itself as a commodity trader or mining operator. Q4 does not operate mines, take speculative positions in spot cargoes, or act as a commodity broker. Q4 does not present itself as a formal representative of any government.

2. General materials and no offer

Q4 provides strategic advisory services to its clients under engagement. Material published for a general audience — including this website, capability descriptions, and market commentary — is necessarily general and is not tailored to any particular recipient, so it should not be relied upon in place of an engagement. Advisory work outside the scope of a signed engagement agreement is not provided.

Nothing published by Q4 is an offer to sell or a solicitation of an offer to buy any security, commodity, interest in a project, or other financial instrument, nor a recommendation regarding any transaction.

3. Engagements are defined in writing

Q4 works selectively. Any advisory relationship arises only under a written engagement agreement signed by an authorised representative of Q4, and the scope, deliverables, fees, and responsibilities of each engagement are defined in that agreement. Descriptions of capabilities on this website are illustrative and do not constitute an undertaking to perform any particular service in any particular market.

4. Government, public-sector, and regulated matters

Where an engagement involves a government, state-owned entity, political actor, public-policy matter, sanctioned jurisdiction, sensitive sector, or regulated activity, Q4 works only within the boundaries of applicable law, compliance review, contractual clarity, and professional transparency. Where an activity would require registration, licensing, or notification — including under lobbying, foreign agent, securities, or export-control regimes — Q4 will not undertake that activity unless it is separately and properly structured under the applicable framework.

5. Sanctions and compliance

Q4 conducts its activities in a sanctions-aware manner and expects counterparts to do the same. Q4 applies counterpart and ownership screening as part of its engagement process and reserves the right to decline or discontinue any engagement on compliance, reputational, or legal grounds, without being required to state its reasons.

6. Q4 and Westshore International

Westshore International, based in Dubai, may act as a regional operating interface for selected commercial, GCC, logistics, and project coordination matters where appropriate. Q4 and Westshore are separate entities with distinct roles and responsibilities. References to Westshore on this website describe a possible working arrangement and do not constitute a representation that either entity is liable for the obligations of the other. The applicable contracting entity for any engagement is identified in the relevant engagement agreement.

7. Third-party information and forward-looking statements

Q4 may refer to information obtained from third parties or from public sources. While such information is selected in good faith, Q4 does not independently verify all of it and makes no representation or warranty as to its accuracy or completeness. Statements about markets, projects, regions, or future developments are assessments as at the date made, involve significant uncertainty, and are not guarantees of any outcome.

8. Industry affiliations

Q4 holds memberships in industry associations, including the National Mining Association (NMA) and the Society for Mining, Metallurgy & Exploration (SME). Membership reflects participation in the relevant professional community. It does not constitute accreditation, certification, endorsement, or approval of Q4 or of any project by those associations.

9. Confidentiality

Q4 treats client and counterpart information as confidential and works discreetly. Unsolicited material sent to Q4 before an engagement or confidentiality agreement is in place is not subject to a duty of confidentiality; please contact us before transmitting sensitive material.
